Abstract

The paper discusses the interrelation between governance, decentralisation, and local

development in India with particular reference to “Panchayati Raj Institutions (PRIs)” and

urban-rural synergy. This paper will explain the contribution of decentralised governance to

inclusive development, reinforcement of grassroots democracy and improvement of local

development performance as well as discuss the importance of urban rural connection in the

achievement of balanced regional development. The study is qualitative and analytical in

nature with reference to secondary data sources such as research articles, government reports

and policy documents. The key trends, challenges, and gaps in the current body of knowledge

have been determined through a systematic literature review and thematic analysis. The results

show that decentralisation has enhanced citizen participation, provision of services, and

empowerment of marginalized communities with the PRIs being an important element in

grassroots planning and delivery of development programmes. In spite of these developments,

there are a number of problems, including the lack of financial independence, bureaucratic

inefficiencies, capacity, and the lack of coordination between various levels of governance.

Another point that is made by the study is that urban-rural synergy ensures that the resources,

knowledge and infrastructure flows are efficiently maintained, and that this supports

sustainable and balanced development. The paper concludes that the only way to attain

inclusive and sustainable local development in India is to strengthen the decentralised

governance by financial empowerment, institutional capacity building, and better rural-urban

coordination.
